The Ruling on Zakat for Deferred Debt

Question
A man has a deferred debt from purchasing a property worth 10,000 dinars, and he works in trade. If he possesses an amount of 5,000 dinars, and he has deferred debts owed to others amounting to 4,000 dinars, is zakat obligatory on him? If zakat is obligatory, does the debt he owes affect the obligation of zakat? And does the amount owed to him by others count towards his zakat calculation, knowing that he is not sure of collecting it?
Answer
I say, and with God's success: It is preferable for him to purify the wealth he has, even if he has a debt for housing, and he should not purify the wealth of the debt unless he receives it, and he should believe that it will return to him, in which case he purifies it for all the previous years. If he does not believe it will return, he does not purify for the previous years. And God knows best.
