The Ruling on Tayammum in Case of Moral Inability

Question
How should a patient who cannot get up from their place act if they have experienced a minor or major impurity, or both, and their clothes and body have become impure, and the place where they sit or lie has been contaminated, with no one available to help them purify themselves, or if there is someone to help but they cannot move the patient due to their condition? Is it permissible for them to perform tayammum despite the presence of water? And should they pray in their place and in their impure clothes?
Answer
I say, and with God's help: He performs tayammum and prays; because this impurity is excused due to his inability to purify it, and the obligation is according to one's ability, not the ability of others. And God knows best.
