Tayammum Due to the Prevalence of Doubt About the Availability of Water

What is the ruling on the prayer of someone who performed tayammum after being convinced that those with water would prevent him from using it?
Answer
I say, and with God's success: It is valid for him to perform tayammum if he is reasonably certain that there is a prohibition from those who have water, and it is not valid when there is a strong suspicion of no prohibition if he is asked for it; because it is a request in a place where water is scarce, thus it is usually available. Refer to: Al-Ghunya Al-Mustamli p. 69, and Al-Radd Al-Muhtar 1: 167, and God knows best.
