What is the ruling on the prayer of someone who performed tayammum after being convinced that those with water would prevent him from using it?
Answer
I say, and with God's success: It is valid for him to perform tayammum if he is reasonably certain that there is a prohibition from those who have water, and it is not valid when there is a strong suspicion of no prohibition if he is asked for it; because it is a request in a place where water is scarce, thus it is usually available.
