What is the ruling on using water that has been used for ablution by someone who is not in a state of ritual impurity with the intention of drawing closer to Allah?
Answer
I say, and with God's help: If someone who is not in a state of ritual impurity performs ablution with water intending to draw closer to God, then the water becomes used, and it becomes pure but not purifying for ritual impurity. It is permissible to remove actual impurity with it, but it is not permissible to perform ablution or bathing with it; because the water becomes used merely by being utilized with the intention of drawing closer to God, even if the person is not in a state of ritual impurity.
