Believers should rely on it to determine prayer times and other acts of worship, as it is safer for them; this is to prevent chaos and confusion among the masses in their worship and doubts about the rulings of their religion. Al-Hafiz Ibn Hajar said in Fath al-Bari 2: 42: "The setting of the sun marks the time for Maghrib, and it is clear that this applies when there is no obstruction between the setting sun and the observer, such as a mountain or buildings." This can only be achieved in the desert, not in urban areas. Thus, it becomes evident that knowing the dawn and sunset can only be grasped by those who are experienced and have learned it; it requires a desert where there are no mountains or buildings, or a sea so that the horizon is not obstructed from the observer's view. This matter is not accessible to the general Muslims; therefore, the relevant authorities have formed committees of specialists to regulate the times and produce calendars to determine prayer and worship times. As for what some of the common people do now by relying on themselves to determine sunset by breaking their fast merely because the sun has set from their sight without having practiced and learned it, this is a significant audacity against the rulings of religion; because by doing so, they may hasten their breaking of the fast before sunset, thus invalidating their fast, and they will face severe warning as the Prophet Muhammad (peace be upon him) informed: "While I was sleeping, two men came to me, took me by my arms, and brought me to a steep mountain. They said to me: 'Climb up.' When I was halfway up the mountain, I heard a loud voice. I asked: 'What are these voices?' They said: 'This is the howling of the people of Hell.' Then they took me away, and I saw people hanging by their heels, their mouths torn open, and blood flowing from their mouths. I asked: 'Who are these?' They said: 'These are those who break their fast before the time of breaking their fast.'" In Sahih Ibn Hibban 16: 536, Al-Mustadrak 1: 595, and Sunan Al-Nasa'i 2: 246. Imam Al-Mundhiri said in Al-Targhib wa Al-Tarhib 2: 22: "This means they break their fast before the time for breaking the fast."
