I say, and with God's help: If a person embraces Islam while in a state of major ritual impurity (janabah), he must perform the full ablution (ghusl); because the state of janabah continues, and he remains in that state after converting to Islam. However, if he embraces Islam while not in a state of janabah, then performing the ghusl is recommended for him but not obligatory. And God knows best.
