The answer: I say, with Allah's guidance: Reciting Surah Al-Qadr after ablution has no basis. Ibn Abidin said in Radd al-Muhtar 1/131: "Reciting Surah Al-Qadr; for the hadiths mentioned about it, mentioned by the jurist Abu Layth in his 'Introduction', but he said in 'Al-Hilya': Our Sheikh, the Hafiz Ibn Hajar al-Asqalani, was asked about it, and he replied that nothing has been proven from the Prophet (peace be upon him), neither from his words nor from his actions, and scholars are lenient in mentioning weak hadiths and acting upon them in virtuous deeds."
