What is the ruling on reading the Quran during the call to prayer?

It is disliked to engage in anything other than responding during the call to prayer and the Iqama. Even if one is reading the Quran, it is recommended to pause and engage in listening and responding. See: Bada'i al-Sana'i 1: 205.
