I say, and with God's help: Zakat is not obligatory on the apartment itself, but it is obligatory on the money produced by the apartment if it reaches the nisab along with the other money owned by the person; because zakat is on trade money, not rental income, and trade is what is bought to be sold, and rental of cars and apartments is not included in this.
