I say, and with God's guidance: If you intend to trade with it at the time the cause of ownership occurs, which is the reconciliation from retaliation, then zakat is obligatory on it; because the reconciliation from retaliation is considered a voluntary cause of ownership, and the conjunction of ownership with the intention of trade at the time the cause of ownership occurs is considered a reason for zakat. However, if you did not intend to trade with it at all, or if you intended to trade but after the ownership occurred, then zakat is not obligatory on it unless you sell it; because the time considered for the intention is the time the cause of ownership occurs, and God knows best.
