Zakat on Fixed Amount of Money
A woman has an amount of four thousand dinars that has been in her possession for more than one year, knowing that she has no financial income, and this amount was collected gradually a long time ago and is not subject to growth. Is Zakat obligatory on her?

I say, and with God's help: The zakat on wealth is obligatory when a year has passed, and it is required to pay zakat for the previous years. Neglecting to grow it does not exempt it from zakat, and God knows best.
