Zakat on Donated Money if it Remains in the Possession of the Donor

Question
A person donated an amount of money to build a mosque, and the mosque committee kept the amount with them for a period of time. Does the donor have to pay Zakat on this amount?
Answer
I say, and with God's success: If it remains with him as a trust, there is no zakat on it, and if it remains owned by him and the donation will be after a while, then zakat is required on it, and God knows best.
