Zakat on Donated Money

Question
A person donated an amount of money to build a mosque, and the mosque committee kept the donated amount for a period of time. Does the donor have to pay Zakat on this amount?
Answer
I say, and with God's help: The donor is not required to pay zakat on this amount that he donated for the construction of the mosque; because it has left his ownership, and his hand on it has become a custodial hand, and zakat is required on the property owned by a liable person, and this money has become designated for the mosque, so there is no zakat on it, and God knows best.
