Zakat of One Who Owns the Nisab of Silver

Question
A man does not own a house but lives in a rented one and possesses the nisab of silver. Is he considered wealthy and thus not eligible for zakat?
Answer
I say, and with God's success: He is considered rich if he owns the zakat threshold of gold, which is (100) grams, whether he owns the apartment or not, and God knows best.
