Zakat for Those Who Own Land and a House

My brother has land of about five dunams, and he has a house, but his salary is not enough, and he has a debt of 10,000 dinars, and I am in a similar situation. Should we pay zakat, and should we accept zakat or decline it due to our properties?
Answer

I say, and with God's success: It is not permissible for you to take zakat; because you own the nisab that exempts you from zakat, which is the land. Therefore, zakat is not valid for you, and zakat is not obligatory upon you if you do not own the nisab of zakat, which is 100 grams of gold or its equivalent in money, and God knows best.
