Working on Another Task During Working Hours

Question
A person works in a government institution and finishes their assigned work daily hours before the end of the working hours. Another person has entrusted them with a task related to the institution because they are not proficient in it, and they want to give them a gift or an amount in return for this effort. If they carry out this work during working hours in a way that does not affect their job, is it permissible to receive some money in exchange for this work?
Answer
I say, and with God's help: He does not deserve any money in exchange for any work he does during official working hours; because the contract is between him and the institution regarding time, and all this time belongs to the institution, so it is not permissible for him to spend it on any knowledge for anyone other than the institution. And God knows best.
