What is the ruling for someone who intends with his heart a pilgrimage and declares with his mouth an Umrah and Hajj?
Answer
The important factor is what one intends in their heart, not what they utter with their tongue. Therefore, one may be in a state of prohibition due to the fact that what was spoken contradicts what was intended in the heart. The principle is that the important factor is what one intends, not what is spoken. See: Lubbab al-Manasik, p. 113.
