Whoever enters into Ihram and speaks contrary to what he intended in his heart

Question
What is the ruling for someone who enters into Ihram and speaks contrary to what he intended in his heart?
Answer
If what is spoken differs from what is intended in the heart, then the consideration is based on what is intended, not what is spoken. So if he responds with a Hajj and intends in his heart to perform Umrah, or responds with Umrah and intends in his heart to perform Hajj, or responds with both and intends one of them, or responds with one of them and intends both, then the consideration is based on what he intended.
