What is the ruling for someone who enters into Ihram and intends in his heart for Hajj and Umrah and makes the Talbiyah for Umrah?
Answer
The essence is based on what one intends in their heart, not what they utter with their tongue. Therefore, one is considered to be in a state of ihram for Hajj and Umrah because what was uttered contradicts what was intended in the heart. The principle is that the essence is based on intention, not on what is said. See: Lubab al-Manasik, p. 113.
