I say, and with God's success: Whoever possesses the amount of the zakat threshold must perform the sacrifice, and whoever does not possess it is not obligated to sacrifice and has the option to do so. The one who sacrifices is not required to do anything, so cutting hair and trimming nails during the days of Dhul-Hijjah is contrary to what is preferable. And God knows best.
