Using the Bank Loan for Purposes Other Than Those for Which It Was Granted

A woman took a loan from the bank to finance building materials, and she had paid for these materials to the building materials store from her personal funds. Is it permissible for her to ask the building materials store to convert this loan into finishing materials and labor costs, assuming that the value of the loan is higher than the value of the finishing?
Answer
I say, and with God's guidance: It is not permissible to manipulate such matters; because the contract has its conditions to avoid being usurious, and if these conditions are violated, it becomes usurious. And God knows best.
