I say, and with Allah's success: It is disliked to transfer zakat to another country other than the one where the zakatable wealth is located; because it entails wasting the rights of the poor in his country. This applies if the transfer is within the distance of the shortened prayer; as narrated by Mu'adh, may Allah be pleased with him, who said: 'So inform them that Allah, the Exalted, has made it obligatory upon them to give charity from their wealth, which is taken from their rich and given back to their poor' in Sahih al-Bukhari 2: 505. However, there is an exception: if it is transferred to a relative, due to the connection it entails; as narrated by Umm Kulthum bint 'Uqbah, may Allah be pleased with her: 'The best charity is to a relative who is in need' in Sahih Ibn Khuzaymah 4: 77, Al-Mustadrak 1: 564, and Sunan al-Darimi 1: 487. And if it is transferred to someone who is more in need of it than the people of his country; due to the increased alleviation of need, then it is not disliked; as narrated by Tawus, who said: Mu'adh, may Allah be pleased with him, in Yemen said: 'Bring me the value of the clothes I take from you instead of the barley and wheat, for it is easier for you and better for the emigrants in Medina' in Sunan al-Daraqutni 2: 100, as mentioned in Al-Wiqayah p. 228, and Fath Bab al-'Inayah p. 543, and Allah knows best.
