Transferring Zakat to a Country Other than the One Where the Zakatable Wealth Exists

What is the ruling on transferring Zakat to a country other than the one where the zakatable wealth exists?
Answer
It is disliked to transfer zakat to another country other than the country where the zakatable wealth is located; because it causes the rights of the poor in that country to be neglected. This applies if the distance is within the short prayer distance. It was narrated by Mu'adh (may Allah be pleased with him) that the Prophet (peace be upon him) said: "So inform them that Allah has made it obligatory upon them to give charity from their wealth, which is taken from their rich and given to their poor," in Sahih al-Bukhari 2: 505. An exception to this is if it is transferred to a relative, due to the connection it fosters; as narrated by Umm Kulthum bint 'Uqbah (may Allah be pleased with her): "The best charity is for a relative who is in need," in Sahih Ibn Khuzaymah 4: 77, Al-Mustadrak 1: 564, and Sunan al-Darimi 1: 487. Or if it is transferred to someone who is more in need than the people of his own country; because it increases the alleviation of need, thus it is not disliked, as mentioned in Al-Waqayah p. 228 and Fath Bab al-'Inayah p. 543; as narrated by Tawus who said: Mu'adh (may Allah be pleased with him) in Yemen said: "Bring me the value of clothes I take from you instead of the barley and wheat, for it is easier for you and better for the immigrants in Medina," in Sunan al-Daraqutni 2: 100.
