I say, and with God's success: If there is an offer and acceptance that leads to divorce if they wish to separate, then it is a marriage contract and she becomes a wife, and it is permissible to touch her and put the ring on her. However, if there is an offer and acceptance in agreeing to the engagement and it does not lead to divorce, then the fiancée remains a stranger to him, and it is not permissible to touch her or to uncover oneself in front of the suitor.
