I say, and with God's guidance: It is permissible to eat at the first call to prayer; because the second call to prayer is the time to refrain from food and the beginning of fasting, and it is the true call to dawn after which the dawn prayer takes place. You must wait and be patient until the time of dawn enters to perform the prayer, and God knows best.
