I say, and with God's success: Zakat is not obligatory on these matters, even if they reach the nisab; because it is a condition for the nisab that zakat is obligatory on it to be in excess of the original need. The original need refers to food, clothing, household furniture, vehicles, places of residence, and professional tools. These are among the original needs on which zakat is not obligatory; because one who is preoccupied with their original needs is like one who is nonexistent. As stated in "Radd al-Muhtar" (2: 8) and "Al-Bahr al-Ra'iq" (2: 222), and God knows best.
