I say, and with God's success: The money belongs to God; He gives it to whom He wills and imposes what He wills in it. So He gave the rich and commanded him to give a part of it to the poor, and this is an act of worship, unlike tax, which is not an act of worship and does not go to the poor. And God knows best.
