I say, and with Allah's guidance: It is permissible for a woman to shape her eyebrows as long as it does not reach the level of temptation or involve beautification for non-mahrams. She should take care of herself for her husband and not deviate from the usual appearance of women in terms of eyebrows so that it does not provoke temptation. Her appearance should be like that of other women's eyebrows.
