Question
In countries where the Eid prayer is prohibited in congregation, when is the sacrifice? Is it permissible to issue a fatwa on this if the prayer is missed on the day of sacrifice with or without a valid excuse? The sacrifice is not valid until after the sun has passed its zenith, and it is permissible to perform the sacrifice the next day and the day after before the prayer; because the time for the prayer has passed with the sun's decline on the first day, and the prayer on the next day is considered a make-up prayer, as stated in Al-Sarakhsi's Al-Muhit.
Answer
I say, and with God's guidance: If they pray, even if a small number in the town, the sacrifice is after the prayer. If they do not pray at all due to this excuse, it is permissible after dawn. This is different from the mentioned issue; because it is imagined according to Al-Sarakhsi that they pray on the second or third day, and in our case, they are considered with the people of the black land due to the continuous excuse. And God knows best.
