A man is certain that he will travel before noon and that there will be hardship in his travel. A scholar from his country has issued a fatwa stating that he should not intend to fast on this day and may break his fast. Should he act according to this fatwa?

I say, and with God's help: It is not permissible for him to break his fast unless he travels before dawn and continues his journey until after sunset. If he breaks his fast despite the absence of the previous condition, he is sinful, and God knows best.
