I say, and with Allah's success: Anyone who possesses a threshold that exceeds their original need, whether it is in gold, silver, livestock, or trade goods, even if a year has not passed, and even if it has not increased, is estimated at (100) grams of gold. With this threshold, it becomes impermissible for them to receive zakat and the fitrah charity, which is designated for the poor. This is called the threshold of deprivation, as it prevents its owner from receiving zakat merely by possessing the threshold without the passing of a year or increase. In contrast, the threshold for the obligation of zakat requires both the passing of a year and increase; as narrated by Abu Huraira, he said: 'Charity is not permissible for the rich.' And whoever possesses the threshold is considered rich, as found in Sahih Ibn Hibban 8: 84, Sunan Al-Bayhaqi Al-Kabir 7: 13, Musnad Ahmad 2: 377, and Musnad Abu Ya'la 11: 286. And Allah knows best.
