Does someone who owns a house to live in, but does not have a stable source of income, have to pay Zakat al-Fitr? And is this a share of deprivation that prevents him from receiving Zakat al-Fitr or charity?

I say, and with God's help: The Zakat al-Fitr is obligatory on everyone who possesses the nisab of deprivation, which is "100" grams of gold in excess of their essential needs. Additionally, one is prohibited from receiving zakat and charity when they possess this amount of the nisab. And God knows best.
