I say, and with God's help: The sacrifice is obligatory for anyone who possesses the nisab that excludes them from zakat, which is 100 grams of gold beyond their essential needs. If the wife does not own the nisab, it is not obligatory for her, but she may voluntarily offer a sacrifice, as is the case in your situation, and God knows best.
