The Ruling on Zakat for Savings Set Aside for Expenses
If a woman does not work and has no financial source other than the allowance she spends on herself and household necessities, is she obligated to pay zakat?
Answer
I say, and with God's help: If she possesses the minimum amount of zakat, she must pay it, and God knows best.
