The Ruling on Using Paper Towels for Istinja
I live in a foreign country where there is no water available in the bathrooms. I use wet paper towels three times for istinja and then perform wudu. What is the ruling on wudu?

I say, and with God's help: Using wet paper for istinja is sufficient, as it achieves purity, and God knows best.
