I say, and with Allah's success: The woman with continuous bleeding is considered to have an excuse, and a person with an excuse performs ablution for each prayer time, and their ablution is invalidated when the time ends. If the woman with continuous bleeding performs ablution at the time of prayer, it is permissible for her to touch the Quran; otherwise, it is prohibited. And Allah knows best.
