The Ruling on Touching and Reciting the Quran for a Menstruating Woman

I say, and with God's success: It is not permissible for a menstruating woman to touch or recite (the Quran) in the sense of verbal utterance. As for reciting it in your heart and mind without verbal utterance, that is permissible, and God knows best.
