The Ruling on the Zakat Agent if He Takes from the Zakat Money and Spends It

Question
You answered, Your Eminence, that if the agent takes the zakat money and delivers it to its rightful recipients, even if he is poor, it is considered betrayal. Does this mean that the one who gives zakat has fulfilled his obligation and is free from liability? What are the consequences for the poor agent who took it and spent it?
Answer
I say, and with God's success: The poor must give it as a substitute to the poor, and the one who pays the zakat is considered a contributor to the zakat, and God knows best.
