The Ruling on the Phrase 'Ali al-Haram' and 'Ali al-Talaq'

What is the ruling on the phrase (Ali al-Haram) and (Ali al-Talaq)? And does it count as a divorce?
Answer
I say, and with God's success: (By my divorce) is a conditional divorce phrase; if the condition is met, the divorce takes effect. And (By my prohibition) is a conditional oath phrase that requires an expiation for the oath unless it is intended as a divorce, in which case the divorce takes effect. And God knows best.
