Answer
It is to refrain from both food and speech entirely, and this type of fasting is disliked for the sake of purity; because the Prophet (peace be upon him) said: "He forbade continuous fasting and the fast of silence," in the Musnad of Imam Abu Hanifa, p. 192; and because it resembles the Magians; and because fasting from speech is not an act of worship in our Sharia, rather one should avoid what is sinful, as mentioned in Al-Hidayah 2: 398.
