I say, and with God's success: In the Hanafi school, the qunut is in the Witr prayer, not in the Fajr; because the qunut in Fajr is abrogated, and it is specific to calamities. The qunut should be done quietly, and the hands are not raised in it, but rather placed as in recitation. And God knows best.
