I say, and with God's help: Tayammum (dry ablution) is performed with materials that are of the same kind as the earth, such as soil, sand, stone, and dust. A wet cloth does not fulfill this requirement, so it is not permissible. You can perform tayammum on a piece of cloth that has dust or dirt on it. And God knows best.
