I say, and with God's help: The Talbiyah is a Sunnah for the pilgrim, and for others, it is a remembrance like other remembrances, but it is preferred over other remembrances due to its specificity. Nevertheless, it does not prevent its reciter from engaging in remembrance, and God knows best.
