The Ruling on Taking Money by a Phantom Worker for Unjustified Earnings

A man has a factory and employs Indian workers who are not registered with social security as workers in the factory instead of the Indians, and his relatives do not work in the factory. He pays for them monthly to social security. Is this permissible according to Islamic law? This way, the factory owner avoids the labor law that requires him to employ a certain percentage of Jordanians, but non-Jordanians accept a lower salary. The phantom Jordanian worker leaves the job after a while and earns money from social security. Is the money that the phantom worker receives from social security halal?

And with Allah's success: This money is not permissible for him; due to the lack of a counteraction with work or an object, and it was in exchange for deception and forgery, thus this money is impure, and Allah knows best.
