The Ruling on Spending Zakat Money on Water Supply
Is it permissible to give Zakat money and allocate it to projects for digging wells for water supply in areas inhabited by Muslims that suffer from water scarcity?
Answer
I say, and with God's help: The zakat of wealth must involve giving ownership to a poor person; it is not permissible to give it to projects. However, if it must be done, there may be a way out for that, and God knows best.
