The Ruling on Saying the Name Before Ablution

What is the truth about the obligation of saying the name before ablution as a condition for the validity of prayer, and how should one say the name if the ablution is done inside the bathroom, may Allah honor you?
Answer
I say, and with God's success: Saying the name is recommended, not obligatory, before ablution and washing. It is permissible to mention it during bathing and ablution, and it is prohibited during relieving oneself, and nothing else. And God knows best.
