I say, and with God's success: If he possesses the minimum amount that exempts him from zakat, which is 100 grams of gold, he must offer a sacrifice for himself. If he does not own it, then he is not obliged to. If he wishes to offer a sacrifice for himself or for someone else, it is permissible, and God knows best.
