The Ruling on Prior Intention in Paying Zakat

Question
A lady rented her house to her sister for the purpose of repairing the latter's house seven years ago, knowing that throughout this period she has not taken anything from her or her husband due to their economic situation. Is it permissible for her to consider this elapsed period as an alternative to paying her Zakat?
Answer
I say, and with God's help: What she deserves from her sister as a fee is considered a debt, and it is not permissible for debts to be counted as zakat. And God knows best.
