The Ruling on Paying Zakat to the Husband and Children

Question
What is the ruling on a woman spending her own money on her home, husband, and children? Is it considered charity or zakat? Is it permissible for her to refrain from spending while she possesses the money?
Answer
I say, and with God's success: A woman's zakat (almsgiving) does not count for her children and husband; it is merely charity. She should not refrain from giving if she is able, and what she spends is considered a debt owed to the father, and God knows best.
