The Ruling on Order During Ablution
Regarding the order in ablution, it is obligatory and not merely a Sunnah. Among the obligations of ablution are the order and the purity of the water. The Prophet, peace be upon him, said: 'Begin with what Allah has begun.' There is no report from the Prophet, peace be upon him, or from his companions to the contrary, and all those who narrated the Prophet's ablution did so in order.

I say, and with God's success: This hadith is related to Hajj, not to ablution. The order is a confirmed Sunnah due to the consistency of the Prophet Muhammad (peace be upon him) and his companions, and the obligation requires specific evidence, which does not exist. And God knows best.
